The upper falls is the first of three main drops of the Provo River at the Provo River Falls stop on the Mirror Lake Highway in the Uinta Mountains. It can be seen from the parking lot. A short improved trail leads about a hundred feet east to several viewpoints along the river. Random Rambler says a third tier of the upper falls is only visible if you walk down a little way. The trail continues downstream to the middle and lower falls, which have their own listings. Return the same way.
